Kona Rani Bepari (18) Hindu adolescent College girl abducted for forceful conversion to Islam on 14.03.2015 from Patharghata - Barguna District.
Name of the Victim : Ms. kona Rani Bepari (female)
Name of the mother : Ms. Renu Rani Bepari, (female)
Name of the father : Bikash Chandra Bepari. (Male)
Age of the victim : 18 years ( Examinee of HSC)
Date of kidnapping : 14.03.2015 at about 10.30 a.m.
Name of the perpetrators : 1) Mohammad Badal Howladar son of Late Karim Howladar,
2) Mohammad Rassel son of Abdul Rab Member.
3) Mohammad Al-Ameen son of Nurul Hoque Kha and unknown 3- 5 perpetrators. All are residing at Patharghata Upazila of Barguna District.
Religion of the Victim : Hindu.
Religion of the perpetrators : Muslim.
Permanent Address of the victim : Village : Shingra Bunia, p.s. Patharghata, District- Barguna, Bangladesh.
FACT S IN BRIEF :
Father and daughter from their home were proceeding towards Lemua College riding on Motor Bike to fill up the forms for Higher Secondary School Certificate Examination of victim on 14th March,15 at about 10.30 all on a sudden other two Motor Bike riders behind the Motor Bike of Bikash Bepari intercepted Motor Bike of Bikash on the road near Jugirhula area (cow firm of Seraj Master of) 19 kilometres away from local police station, dictated Bikash to get down from the Motor vehicle but Bikash refused to get down from the Bike, but three above perpetrators created terror in the mind of Bikash and due to scuffling two perpetrators snatched away his daughter- Kona who cried for rescue from the bike and fled away; other perpetrators started to beat Bikash till he become senseless. Some witnesses came forward but in the meantime those perpetrators with bike decamped and abducted  the victim towards unknown destination. 
After getting senses Bikash went to Patharghata police station and described the ordeal and lodged F.I.R. at Patharghata police station being case No.18 dated 15.03.15 under section 7/30 of Women and Children Repression Act,2003 against three perpetrators and 3 to 4 unknown others.
ACTION TAKEN BY BDMW:
As per appeal filed by father and mother of victim I on behalf of BDMW communicated with Md.Saiful Islam-Superintendent of Police -Barguna District and Md.Shah Newaz- Officer in Charge of Patharghata police station for legal assistance and accordingly our representative from Barisal was requested to investigate the matter and for immediate reuse of the Vitim- Kona Rani . But it is unfortunate that the police was found very much negligent to apprehend the criminals to justice and f
or recovery of the victim since after 13 days of her kidnapping.


I, also talked with mother and father of the victim over his cell number 01725297370 who cried loudly and requested us to rescue t heir beloved daughter - Ms.Kona Rani from the clutches of perpetrators. 
I again requested the law enforcing agencies of Borguna Administration and urged upon them to rescue the victim girl from the possession of the kidnapers. Md. Shah Newaz- Officer in charge of Patharghata gave me to understand that due to love affairs occurrence took place and he is trying to rescue the victim, but the statements made by Md.Shah Newaz without asking the victim or arresting the perpetrators it was a love affairs ?
Recommendations:-
Bangladesh Minority Watch is very much concerned about abduction of minority Hindu College girl and we demand :
a} to rescue the victim with utmost sincerity.
b) The perpetrators should be arrested soon to put them in custody for trial in the court.
c) The officer in charge of Patharghata Police station should be asked to be more impartial in deciding the matter whether it was love or forceful conversion ?

"Today Mavi Kolhi appeared before High court Hyderbad. on previous date that option had arise that she is minor and not to entitled to contract marriage as per law after that the Honorable high court sent her before Medical board for confirmation of her age.
today in pursuance of previous order of Honorable High court , with regard to determination of age of the Mavi , superintendent Service Hospital has sent opinion of Medical Board with reflects that she is aged about 16/17 years. That in view of child marriage restraint Act,2013 she is not entitled to contract marriage as there is bar.
after that court record her statement, where she stated that she want to go with her parents nothing else just four / five times she repeat this word that she want to go with her parents.
its better to mention here that when she first time appear before court that time she was sent on remand to Dur ul aman (Shelter House).
in view of above statement today Honorable Court Hyderabad send with her parents —

"Alas! After abduction of innocent hindu girls, there is a grieved environment at their home. I am at the home of girls: Maavi and Badal, who have been abducted and converted to Islam. The thing that hurts much is that a girl of only 13 years of age is abducted and has been forcibly married to a 62 year old person! Think for a while what will be the situation of their poor and disadvantaged parents.."..

FACTS IN CASE

"Today, two abducted Hindu girls (Mavi & Badal), who were abducted/kidnapped from village Rehmatullah Arain, Tehsil Matli, Dist: Badin, were presented at High Court Hyderabad by abductor Mir Muhammad Arain. According to the petition filed for protection/defense, Both of these Hindu girls were kidnapped from their homes on 27th November, 2014, at 3:00AM (dawn) and on the same date they married to Mir Muhammad and Khameeso Arain after accepting Islam at Residency Place of Peer Ayoub Jan Sarhandhi, Samaaro.
On the same date 27th of Nov, 2014, an FIR was lodged against kidnapping of these girls at P.S Gulab Laghari, Teshil Matli. According to their parents, kidnapped girls’ age is in between 13-14 years and I also saw these two girls at High Court Hyderabad, they are minor girls in look. While in Nikaah Naama which is submitted in High Court, the date of birth of Mir Muhammaad Arain is 1952 (62 years), who has married to a minor girl of age 13/14 years. Today, the girls could not presented before the judge for the statement so both parties (parents & abductors) went back. According to the hired advocate of abductor, these Hindu girls will be presented in the honorable court for their statement on Monday, Dec-01-2014. So I also informed the parents of these girls must present in the court on that date."

WHY IS THERE IS A REASON TO HAVE CONCERN?


"This is 10th HIndu Girl aged about 13 years old Namely Parwati Kumari kidnapped on gun point from Samaro District Umerkot by three four muslim boys who belongs to the Khaskhleli Community. in last 2 months & again same story repeated . Girl was kidnapped , Convert & and married with Muslim Boy . Story is same with all Hindu girls , only names & cities are changed .

That it is better to mention here that after read order of Honorable High court Hyderabad we have no hope of justice and there is no any remedy before Pakistani courts.
That, it is very shocking to know that, in the era of democracy and bureaucracy, at the time of speaking media, at the assurance of speaking orders of Hon’ble superiors courts and ear splitting slogans of human rights, and the proclamations of equality, brotherhood, peace and tranquility and condemnation of discrimination on the basis of caste and creed but all remained silent when we suffered our sisters kidnapped on gun point."

The current condition of the families of these victims is devasting.  After a brief conversation of Advocate Veerji Kolhi  I have been advised that he will be returning to the High Court to address the forced conversion and abduction of these minor girls.  Protests and public media coverage will be arranged to return these girls to their parents unharmed and that their marriages be cancelled due to falsification of birth certificates to establish marriageable age.  There is no justification for the abduction of these girls.  International Civil Rights Alliances and Human Rights Agencies will be notified!  This case will be made public to the attention of the International Community as Crimes Against Humanity and a violation of the Universal Declaration of Human Rights! Change comes with individual effort!  Civil Society must demand the enforcement of laws protecting Religious Minorities living in Muslim countries.  The international community can no longer tolerate the abduction, forced conversion and marriages of Non Muslim girls!  Their birth certificates are on the record that clearly determine their ages!  The evidence is present and the abductors should face punishment to the full extent of the law!

IUFE wishes you continued success in receiving justice for these victims.  IUFE is requesting the help of the International Community and Civil Society Members to help protect our Advocates working in the field and the victims for whom they represent.  Our Advocates are officers of the court and should not be subjected to any threats of death or bodily harm simply because they are advocating for these victims.  This matter will be shared with International Human Rights Organizations and the International community whose duty it is to secure the safety and security of all human beings.

Bangladesh Minority Watch (BDMW) received an appeal relating to abduction, rape and forceful conversion of to Islam by four perpetrators:  Please see the link below -
Name of the Victim: Ms. Pinky Roy (11 years 9 months)
Age of the victim     : 11 years nine months.
Name of the father: Pulin Chandra Das
Permanent Address: Village - Velebari - Mejitari, P.s. Aditmari, District - Lalmonirhat, Bangladesh.
Religion of the victim: Hindu (Sanatan)
Names of the accused: 1) Mohammad Bullet (22)
                                    2) Mohammad Aminul Isllam (35)
                                    3) Mohammad Bablu (20)
                                    4) Mohammad Azizul Islam (45) : All of village : Pachim Velabari, P.S. Aditmari,Lalmonirhat.
Date of event:        29th April, 2014 at about 10.00 hours.
Case filed on 02.05.2014 ( Aditmari P.S. case No.4 dated 02.05.2014 under section 7/30 of Women and Children Repression Act,2002.

 

Facts of the Case:


The destitute Hindu victim Ms.Pinky Roy was abducted on 29th of April,14 by four Muslim perpetrators. Those perpetrators locked her in a nearby village and raped. The members of Hindu family demanded help from the nearby police; but the police remained silent till filing of the First information report on 02.05.2014.
Mohammad Bulet married the girl following the abduction day and converted to Islam most illegally, but the victim claimed to be completely unaware about the matter by a Notary Public. The affidavit sworn in by the victim is beyond her knowledge and the marriage document between victim girl and Mohammad Bullet changing the Hindu name into Muslim girl is a myth and concocted story.
Due to death of mother of the victim girl the father married other women and due to irresponsible attitude on the part of father of the victim, the case filed by father without mentioning the incident of rape and forceful conversion may lead the case frustrated.

Action taken: -


Aditmari P.S. Case No.4 dated 02.05.2014 under section 7/30 of Women and Children Repression Act was filed at Aditmari police station by the illiterate father of the victim.
I, on behalf of BDMW communicated with Md.Aslam Iqbal-Officer in Charge of Aditmari police station over his cell number 01713373947, he said a case has been registered and no perpetrators have yet been arrested by them.
I also had drawn the attention of Officer in Charge of Aditmari P.S. that why the penal section offence relating to rape and forceful conversion has not been incorporated in the first information report (FIR), Mr.Md.Aslam Iqbal replied that as the victim and her father did not say anything relating to rape and forceful conversion during filing of the case.
I also talked with Journalist.Dilip Roy (reporter of Daily Star) over his cell number 01719753607 who spoke with me and gave me to understand after thorough discussion with minor victim girl who described her ordeal and said " I have been raped and forcefully converted to Islam) Copy of the Affidavit made by victim forcefully obtained by perpetrator has been handed over to our correspondent - Dilip Roy. So, the story made by father during filing F.I.R. at the P.S. is far from truth. In this regard the police suppressed the material facts to conceal the rape and forceful conversion.
In this connection I also talked with Superintend of Police, Lalmonirhat over cell phone who also trying to conceal the material facts to help getting impunity to the perpetrators. 
Recommendations: -


1. Bangladesh Minority Watch is very much concerned about concealment of fact of rape and forceful conversion of Hindu girl in the First information Report.
2. The perpetrators should be arrested immediately.
 
3. The abductors should be punished as per law of the land.
4. The State should protect the religious/indigenous minorities from ethnic cleansing.
5. The police officers responsible for suppressing the facts should be punished for their negligence of duties.
6. Necessary legal assistance including the psychological treatment for recovery from traumatized position of the victim should be given by the state. 


Documents and papers:  After thorough investigation by BDMW the documents relating to this case will be attached. The matter has been reported in various news papers of Bangladesh.
BDMW decided to visit the place of occurrence within this week.
